note - I don't have a 96 so I know nothing about the CDM, or whichever thinga-ma-bobs they have that handle the radio functions. I have read some threads about them though. Have you?
I see that you posted this in the General sub-forum already but didnt get any replies. Sometimes it takes folks a while to get around to some threads.
But... you could also help those that will come along after me by giving some hints at what you've already tried to troubleshoot the problem yourself. In an older vehicle there could be so many possible reasons a component stops working as intended.
I dont mean to imply it is your M.O., but I think that sometimes folks have an issue popup, they get out of the car and come to the forums and ask what to do. Without being able to get to your vehicle, folks will need some level of what you've already looked at, seen, didn't see, checked, didn't check. I don't intend this to sound like a rant.

I'm thinking that a nearly 30 year old radio/head unit has seen better days. Static across all the components typically mean that an internal board is toast.
I had my 19 Bose unit rebuilt by Dr Don https://www.doctordons.com/ and it has worked perfect ever since.
