Failed California Smog Test
I own a 49 State (Federal Emissions) 1988 C4 35th Anniversary Edition with Manual Trans.
I passed both the CA Emissions and Visual Inspection parts of the test; However, failed the Functional Check Test.
Apparently, I have a .070 Leak in the EVAP System.
My Question is; I noticed some dry cracks in the Gas Tank Filler Neck Seal.
Would that have something to do with it?

If so, when I lived there in a SMOG county, I had a small piece of rubber vacuum tubing hose leaking. My 1990 leak was close to the charcoal canister up front on the drivers side of the car. The rubber hose connected the black plastic tubing in the underhood area. Another notorious leak area is behind the drivers area of the car. I think the metal tubing coming from the gas tank has the same type of rubber hose connecting it going to the charcoal canister.

Yes, it's part of it; however, the test did not flag my Gas Cap (I purchased a new one last week and it was part of yesterday's Smog Test.)
My car has been garaged for the past 4 years; however, got started every 3 - 4 Weeks and Fresh Fuel constantly added.
It passed back in 2000, no issues and at the same Smog Place.
I'm going to get a Smoke Test when I get back home in a few weeks and see where that leak is coming from. Hopefully, only a small hose leak

You were spot on!!!
It turned out to be the 4 inch or so rubber hose connecting the Purge Valve into a Plastic hose that runs into the engine. See uploaded photo (The rightmost arrow shows the main cuprite)
Warning: Use Extreme Caution when removing and reinstalling the two weird hose clamps as you want to lock the clamps just enough to secure the connection with the adjoining Plastic Hose. (You could easily break the plastic hose and who how expensive that will be),
I used a screwdriver to gently pri them open and reuse. Although you could try using a regular hose clamp
In addition, I changed one hose from the EVAP Canister (5/16) and the (1/4) hose section into the purge valve. See Leftmost and Center Arrows.
I'm glad I gave this another look before I took it to a shop for a smoke test. Who knows where that would have landed.
