Default 1995 Corvette Modules 4 and 9 missing

Hey guys, working on a 1995 LT 1, the on board diagnostic system only has module 1 and a module 7 which I thought was only on 1996 Corvettes. Modules 4 and 9 are completely missing. When I switch it manually it goes from module 1 ccm to module 7 which shouldn't even be on a 1995, as far as I know. Is there any way for me to talk directly to the PCM?
The cooling fans run constantly, if switch is in run position, interior lights flicker off and on completely random. New injectors refuse to spray even though noid lights flash. I can click injectors with a jumper wire and 9v battery and watch the fuel pressure drop. I'm getting 9.89v on injector while cranking, runs good if I spray fuel into TB, for a few seconds. FSM says ckt 800 should carry 4.5v, I checked the tan wire at obd2 connector and it checks out correct. This is becoming quite the adventure. Please chime in with thoughts, thank you.

Since you have the FSM check section 8D CCM in Book 1. It sounds as if you've not correctly used the DLC to access 4 & 9. 8D-9 I believe should be correct section to research.

I tried again and let it go through automatically, 1.0 got c12, then to 7.0 and got - - -. I let it settle back to 1.0 and used the trip reset to try to choose the module I wanted and still went from 1 to 7. If I understand correctly there should not even be a 7 for a 1995 it being 1996 only RTD module. Hopefully I can track it down soon I appreciate the help.
