My corvette starts and runs fine over 50 degrees fahrenheit, but cranks for 3 seconds twice before starting when 40 degrees and above. Will not start under 40 degrees. Thinking that the 9th injector is the issue. What is the easiest diagnostic method and solution? Prior owner did an emissions delete but that's all the known information. Please ask me anything. First time Corvette owner, absolutely love her and looking to drive her around a couple of months while there is no snow on the ground in Northern Wisconsin.

Those temps you mentioned are purdy frigid meaning you're getting cold start enrichment (9th injector) at either temperatures. I would check fuel pressure to make sure it's within spec and maybe go as far as doing the routine maintenance stuff if you don't know the current condition of those parts. i.e. cap, rotor, spark plugs, spark plug wires...
