Default 1984 crossfire has inconsistent torque

I posted a thread back here in January and everybody was super helpful about the problem with it running rich turns out there were some vacuum leaks but thank you to all of the very helpful recommendations the new problem Im faced with is the car when it's put in drive will feel like it really wants to get going until you push the gas pedal and it'll rev up really high but won't actually pull like a normal car feels more like it's constantly slipping or a similar feeling to if you rode the clutch in a manual where it doesn't really matter how hard you push the gas it's still barely pulls you forward just some things to know is that it has an almost brand new rebuilt 700R4 in it so I'm not exactly thinking it's anything wrong with the transmission but I do want to hear what you guys think is wrong

Something wrong with the transmission. It should pull good at 2000 rpm.
Faulty rebuild?
TV-cable not adjusted correctly can destroy a transmission fast.
Not enough transmission oil.

When it is slipping it is usually too late.

If you had the trans rebuilt, take it back to the shop so they can make it right.

I've adjusted the TV cable they didn't seem loose or too tight whenever I did it initially but I know at least it's adjusted now and it wouldn't even come out of park the other day I had to put a quart of transmission fluid in it so it would so I am really hoping it's just low fluid however if it's already slipping this bad I might just have to take it back to the shop and have them fix it, another thing I'd like to ask is if there's any recommendations to replace the TBI in terms of TPI, carbs, manifolds, etc.
