Distributor is stabbed correctly, verified every way possible. Plug wires are correct. Engine turns, getting fuel. Is there an ignition fuse or relay or something I might have missed?
Do you have a spark tester? did you try spraying starter fluid into the intake (proves whether or not it's fuel related). Why was the distributor out ? Did it run before distributor ? Do you have noid lights ? I am not familiar with the internals of a DUI but I once left the little bent L shaped coil ground strap off. Any codes ? Disconnect MAF and see if it runs. "verified every way possible" how did you verify?

May be a long shot but do some research on VATS (Vehicle anti theft system). You will get fuel pressure but the computer wont let the fuel go past the injectors. It also cuts the starter off. You can by pass the starter easily.
The next day it started easily. Easier than before the rebuild. Only thing I did was disconnect the EST (which I understand isn’t involved until a certain RPM, and is a non factor) it continues to start no problem. Fuel pressure is good and there is spark to all cylinders. Timing was dead on at 6°. I don’t get it, but I’m pleased nonetheless.

Has the distributor pickup coil been replaced recently?
I had to replace mine and the one I bought from Rock Auto caused the same symptoms.
Ran OK until EST wire was reconnected.
Replaced with AC Delco and now runs like it use to.

Not recently. Same coil I installed before the rebuild. I guess it was a gremlin or something
The fact that it’s night and day difference with EST wire disconnected, I would think the problem lies within the distributor or erroneous feedback from ECM.
What happens when you plug in EST while engine running?
If it still runs, throw a timing light on it and see if timing is all over the place.
It starts and runs fine with the EST connected. Timing is consistent at 6°. I want to reiterate that this hasn’t occurred since the first time I tried to start it.
