Anyone had problems with their instrument cluster on a 1986 corvette. Mine shows the voltage running high when it's not and tha dash lights don't always come on at first.
How have you determined "voltage running high"? I'd initially check all the grounds and check all solder connections for the display.
Check and clean all your connections to the display boards including where the boards connect to one another. The grounding circuits at these connections are bad to corrode.

It does take a little finagling,but you can do it yourself.
Somebody correct me if im wrong here.... but I feel I remember reading that the voltage displayed is a calculation/comparison between the input voltage from the car's battery and the voltage output from the instrument cluster's power supply. If my memory is correct, then your ICs power supply is dying.
