My son just picked up a 92 LT1 model. Car will not start. It spins over but nothing. There is an aftermarket VATS chip plugged into a 2 wire plug under the steering colum. The ohms on the plug are the same as the chip in the key 0.89.
Where do we need to start?
If it spins it's not VATs, so do the basic tests
1) Fuel pressure 35 psi+- even if it dumps after a few seconds it's ok, that's a problem to follow up after running.
2) Fuel sample pull a sample either out of the fuel rail or syphon a sample from the bottom of tank, (cars don't run on water or dead gas) even though they will try
3) spark
4) will it pop on starting fluid
5) Get a Noid light (injector circuit tester)
6) sniff the dipstick for gas wash down or crankcase full of gas

It's not the best thing to always point to the distributor. Many problems that we might suspect as being the distributor (considering its reputation) may in fact be other and / or symptomatic of larger issues, and it's always best to do thorough testing and analysis of all related systems.
Buuuuuuut... Get a long screwdriver and a mallet and give it a whack. If it starts, replace it. Plugs and wires too, while you're at it.
