So upon more digging it appears we have a problem with the ECM power. When I checked the fuse (3 amp) for the ECM it was blown. I installed a new fuse but determined the fuse in not getting any power. The car will turn over now and tries to start with starting fluid. Where do we need to start looking into the loss of power at fuse box for the ECM fuse. Oh it's a 92 LT1 automatic car.
One more thing lol. Both radiator fans come on when the ignition is turned on.

Check the AIR BAG fuse. The AIR BAG fuse supplies power to the ECM fuse. The design intent is that the engine will not run if the AIR BAG fuse is removed for some reason. (Like make the light go off without performing needed repairs.)
Also: If the DERM (air bag module) is disconnected from the harness, this also interrupts power to the ECM fuse.
