No. Your safe operating redline is a factor not of horsepower, but of quality of parts. Redline can be increased by installing a more high quality valvetrain, connecting rods, and pistons. It isn't as easy as that though.

If you do the upper first you are removing the superram plenum/runners the second time. Much harder than the stock stuff.
Doesnt sound as "cool" but why not buy one and let it sit on the shelf for a short while untill you get the other one, that way you can only dive in once.
I got a complete, fully ported superram sitting on the shelf in the garage waiting untill I get my car driving as it is, and get I get the heads that match.
Ok, now think about your question for a moment. You are talking about opening THE restriction in an L98 motor by improving the intake system. This is a GOOD thing. Headers (esp. 1 3/4" Supercomps) on a stock intake L98 are next to worthless. It will reduce your bottom end somewhat and not be able to raise the rev range because you can't get enough air INTO the motor. I went through the Supercomp installation/blood letting only to find that I did gain ~250 RPMs up top, at the expense of a little bottom end. I had the Accell base and large tube runners at that time. Now SR with a stroker and big cam. BIG difference.
IMO, save your $$$ for the whole SR intake. If you can't swallow the whole thing, you will get some gain from the base and porting the stock plenum. As Scorp stated, you will not have to go through the SR install twice.
