I think you just need to put the right thermostat in it

I don't recall the layout of the control valve on the piping but to eliminate/confirm vacuum as a possible culprit, tie wrap the lever on the valve so it remains in the "full on" position.

Very low 20's today here, plenty of heat. I do notice that on econ vs heater it's less warm unless you crank the temp up a few notches, the system just seems to want to be that way
as it routs air differently. Very toasty though on heater/75/auto. My first winter with the car so I'm glad to see it working, spent pretty good money on a NOS programmer over the summer.

I was thinking about your heater issue last night driving around. Are you sure you don't have enough small and not overly obvious outside air intrusions that are making things
cooler when driving vs sitting still? Hard as it may be to believe these aren't just the most air and water tight cars ever made often times.
If you could rig a thermometer in the lower heater outlet you could see if it's an actual difference in output temp when moving vs sitting still or just
a perceived feeling.

Oh it leaks tons of air unquestionably, water sometimes too.

I went ahead and bypassed the valve, no real change. I fiddled with adjusting the temperature cable also to no effect. Also went down and manually actuated the doors, it seems like they're moving as they should. I think its as good as it will get, maybe I just have a bum heater core or something. On the bright side the car seems to run a little cooler now that I've effectively flushed the coolant a couple of times.

I'm pulling the heads to finally build the top end of the motor next week anyways, so it is what it is. I'll verify my coolant routing then anyways since I'll have to redo some of it with the new intake, but it looks like I match the book.
