It's a pain in the neck, remove the 7mm it spits (Dah) it slips over shaft with the wide end to rack Drain hole down, there should be a little a section removed that should be in line with the hose/pipe connections.
Now let me guess you knew all this but it's scraping on the shaft, now you need to loosen the 7mm and adjust the shield to clear it sometimes requires a little twist or a tug then a tighten

You have the FSM and you've I'm quite sure looked and should know that the actual shield is a 2 piece fabrication(upper/lower) and they're part #'d on the parts. You amaze me with the foolishness of your requests here on the forum.
The wide end with the 7mm screw does go on towards the cabin/steering wheel. The smaller hole end goes towards the rack. This is the upper cover, column side...not the lower cover that goes on the rack side👍 My '84 with late C4 intermediate shaft.
