Yep,the whole bumper must come off...and btw,more than likely,they will stuck on there.What happens is all the nuts that secure the molding to inside the bumper always rusts and they will just spin and not come off their studs.
Its happened to my car as well.The nuts needed to be cut off with a dremel disc and a new molding and nuts was required.Real PITA to do all this and even harder to realign the old bumper on reinstall.

I agree with Bill, I just did this, was changing bumper cover, everything Bill said is true. Check the Mall for best price on new moulding.
