Default Hard Breaking 96

Since purchasing my 96 about 1 year ago, I have felt the brake pressure needed was too much. It has 29K miles and just had to have all the pads replaced. Oddly to me the rear ones were the most worn. I have always understood the front brakes do most of the work so this didn’t make any sense. Recently I had to stop quickly and almost hit the guy. I mashed very hard and never felt the anti lock kick in. It feels like under normal breaking the pressure required is ok (not great) but the harder I brake the amount of breaking action does not increase. I have tried to kick in the anti lock a couple times and never can get it to kick in. I cannot lock up the breaks either. I hear the anti lock test sound every time I start out. If I had to guess I would guess the front brakes are not functioning properly and something is wrong with the anti lock. Any thoughts? Please email to ghfun@aol.com.
