I'll give this a shot and say yes provided the sensor gets hot enough to reacte to the exhaust gas. Typically heated sensors are used for the following two reasons I can think of:
1. where their installation location prevents them from getting hot enough to work
2. to also begin working sooner than relying on exhaust gases to heat them if cold start emisions are of concern.
The heated O2 sensors I have are 3 wires. One is for the signal and this functions exactly like a normal O2. The other 2 wires are for a resistive heating element, as such polarity doesn't matter. So long as one is connected to 12v and the other is connected to ground it will heat. The heater and the sensor, although built together are independent of each other.
So to answer your question, YES you can use a heated O2 senor without connecting the heater, although I don't really know why you would want to.
