Keep in mind this is for a '96. You'll need a smallish Torx fitting for the two screws facing the door (just below the hood release symbol). Then you'll need a 7mm socket to remove the two upper screws on either side of the steering column and the three screws at the lower trailing edge of the piece.
All screws are in the panel itself. Nothing else needs to be removed for it to pretty much fall out of place. There is a connection for a courtesy light and a couple screws holding the ALDL connection in place on the panel that will need to be taken off if you plan to remove the panel completely. It's pretty simple.
