I'm assuming it's muggy as all get-out where you are. If you're cranking ice-cold air, some is leaking out the defroster vent (unavoidable) and super-cooling the windshield, you're getting condensation on the outside. If any of this sounds right, raise the temp setting a little or maybe rain-ex would keep it from condensing.
If all air blows out of the defroster no matter what setting you try then you have a vacuum leak to the controls. The system defaults to the defrost in the event of a leak.

I think it's a vacumn leak it blows out there all the time. Is there a controler in the dash I can replace or is it bigger than that? Thanks for the help.
A little condensation is inevitable, especially with high humidity. Also, the plastic ductwork is sealed with foam and it tends to fall apart with age. As long as it's not frost on the windshield, that's a good sign. A/C is designed to push most of the air through the dash vents, with some output to the side window defoggers and a minimal amount through the heater vents to cool the floor. If you have electronic air, the controller has a 15 sec delay built into it during which time there is suppose to be no air flow through the vents and a minimal amount of air to the floor allowing the system to purge any moisture so that the windshield doesn't fog. Be sure the vacuum source to the control panel and the vacuum lines to the 3 solenoids that control the heater/A/C doors are in good shape. The solenoids are accessible by dropping the driver's side hush panel. Make sure the weep hole on the underside of the Evaporator housing is unobstructed. Feel around until you find it and then use a toothpick (or anything that won't puncture the aluminum Evaporator) to make sure it's open.
