It's on an 85, not my 84. Anyway, I've tracked it down to the bottom hose on the steering rack, right where it goes into the rack. Any suggestions for easy or not so messy ways of draining the fluid all out? Also, when I go to fill it back up, is there anything special I'll need to do?

You can use a turkey baster or a battery syringe to drain fluid from the reservoir. The fluid in the lines and in the rack may drain out, not much you can do except put a pan under it.
As far as refilling, jack it up to get pressure off the wheels, fill the reservoir, start it up and turn wheel left to right and back, slowly, several times. system is self bleeding
