I had 3.54 gears and a 2800 stall converter installed several months back. Imediately after I got it back I drove it normal until I got the new rear gears broke in (approx. 300 miles) Once I reached the break-in period of the new gears I opened it up.
When I did this I found a new problem with my tranny. At WOT it will not shift out of "D" into "OD".
Like I said, this has been several months ago, and the tranny works absolutely flawlessly otherwise.
One thing I noticed when I developed this problem I checked the fluid level and it was a little over full, however it wasn't foaming or any bubbles, so I don't think it was extremely over full.
I recently installed a tranny cooler and I made sure the level was OK when I was finished, but I tried it again last night and it still does the same thing. Will not shift out of "D" into "OD" @ WOT.
That is normal for the 4L60E series trans. At WOT they are supposed to stay in 3rd gear. I would assume the same constraint is implmented on the TV cable equipped 4L60 in your '92 (even though not electronic controlled).
You could modify the TV plunger sleeve by blocking the 4-3 part throttle passages with 2 allen screws ($.34). This will give you the 3-4 WOT shift and eliminate the 4-3 kickdown past about 85 mph (apx) with these rear end gears.

This sounds like something I could do, however, I am more concerned with, Why did it not do that before, and now it does?
