Default Tranny problem on '89 automatic

Hey guys,
I'm getting ready to purchase my brother's '89 vette. So I'll be joing the C4 club soon! The only problem he's having is that it takes several seconds for the tranny to engage into drive when he puts it in gear. So I have two questions:
1. What could be causing this? Major problem, what is the fix?
2. What is a fair price for the repair?
I don't have much experience with trouble shooting automatics, so any help would be appreciated.

Start with the easy stuff.

Check for proper fuild level
Change fluid and filter

go from there.

How long has your brother experienced this problem?

Started a few months ago, he had the trans flushed and put a new filter in last month. He said it helped for about two weeks then it came back. It tends to happen more after that car has sat for a day or so.

I'm no transmission expert, but I got the full tour while my transmission guy was rebuilding mine last month. (He sure liked to point to burnt stuff)

When the problem came back, what color was the fluid, was it getting dark again? Did It smell different (a burnt / tangy smell)

Possibly build up is clogging one of the valves in the valve body?

What's a typical price for a rebuild? The car is in LA and I'm up in the Bay Area so I'm trying to help my brother trouble shoot the problem from up here. He's goining to have it fixed before I pick it up, just want to make sure he doesn't get taken for a ride.

What's a typical price for a rebuild?
I haven't had experience with rebuilding a 700r4 myself, but I've heard anywhere from 900-1400 for a rebuild. Hopefully you wouldn't have to go that route
