'94 front bumper replacement and repaint.....suggestions

Surely SOMEONE has had a repaint on the soft bumper !! Help
Original bumper has an area of paint spiderwebbing due to a minor bump..shop says replace the entire assembly -but they are faulting the replacement stock from GM as well as Eckler's. I don't think it wise to paint over existing damage (following a paint strip)..but I'm stuck at this point.
Anybody in the Daytona Beach area --- HELP !!
