There is more than the pass key and mileage that needs to be programmed.
The CCM has to be programmed for the option content of the vehicle. The CCM is the master computer and the rest are slaves. The other computers communicate through the CCM. If the CCM doesn't know what other computers exist, it can't communicate with them.
Since I have my own Vetronix Tech-1A, I borrowed the software (called a Mass Storage Cartridge) from a GM dealer to do mine. Vetronix would not sell me the software to do this. http://www.vetronix.com/
