I turn my 85 C4 on, and both turn signals and the high lights(brights) lights on the dash all light up solid and stay lit, and the dash bulb itself has gotten dimmer.
Typically when a turn signal light, lights up, it means a taillight is out.... but all of my exterior lights work perfectly.
I'm wondering if I have a short somewhere or if this is another GM signal that something has gone out (Perhaps my dash bulb is done for ?)

My car did this about 2 years ago. It did not do the turn signals and bright light, but it did get dim then bright.
I eventually pulled the entire unit out and replaced every bulb in the dash with new ones even the ones that looked fine...After that its worked fine ...... :smash: on wood!
I would try that and be sure to observe the electrical connectors..sometimes just unplugging them and reconnecting solves the problems.
Usually thats a ground in the dashboard getting shot and needing to be resoldered.

When the 2 turn lights and bright light turns on, there has been a loss of ground somewhere, either in the dash itself or there may be a loose wire in the engine bay near the firewall. The dash then turns these lights on so that its grounded.
For mine, just replacing the 4 bulbs in the dash unit made it go away. But you might have to resolder the unit.
