There is a double connect near the battery, by the wheel well.
I know the one wire (of the 2) goes to the battery and then it goes to the Fan Relay. It is red and has a constant 12V.
The other wire is also red, has a single connector before it goes to the double connector and then goes into the loom It is also red. Here is a diagram:

What is that wire??? There isn't any power to that wire that I could measure. Anyone know?
Two red wires come out of the positive battery cable lug. One goes to the jump start junction block and the other goes to 3 fusible links, one link goes to the coolant fan and another goes to the auxiliary coolant fan. The third fusible link goes to a junction block that powers the ECM, mass burn off relay, mass burn off control relay, fuel pump relay, and oil pressure switch.

So I should be measuring 12V on both red wires then ,right? The single connector is what goes the junction block?
There is no connector on the red wire that goes to the jumper terminal. I'm not 100% sure which red wire you are talking about. Unfortunately there are a boat load of red wires (8 alone on the jumper terminal). Tracing the wire will tell you where it goes and if it should have 12v on it all the time.
