Return spring on Throttle Body

Return spring on Throttle Body (amended)
It seems the return spring for the throttle has lost some umph, is this spring adjustable? It appears that often it won't close all the way back to the idle screw. I recently cleaned the entire TB, but this car had sat for years with the idle screw turned out, it seems to have weakened the spring.

Question how taunt should the TV cable be when in the idle position? I've tried resetting it once.

Replace the spring.
It may be a binding tv cable though.
Disconnect the tv cable and operate throttle by hand to see if it is spring.
