Not 100% sure, but I think the defroster might still throw some heat downstairs, so your tootsies stay warm in the winter time. But if the vents are not adjusting correctly, there is that vacuum diverter right above the gas pedal that applies vacuum to the vents to open and close them, has a vacuum source hose coming in and one going to each vent, but you almost have to stand on your head to see it.
I remember reading on here that that is a sign of a potential vacuum leak somewhere....on LT1 I seem to remember it is usually under the passenger side fuel rail....a plastic vacuum connector that gets baked by the engine heat and developes a small leak....
Do a search on here for vacuum leaks and I'm sure you can find a better explanation than mine :lol:
If you don't have a vacumn leak problem, then you will need a new or rebuilt AC Programmer. Had a similar problem late last summer and I finally fixed it last month. There was another member who found a problem in the programmers vacumn ports, might check that out. The programmer is on the inside firewall above the gas pedal; not easy to get to but is held in place by a single screw.
