If the motor is not spinning to close it, it most likely is one of the relays located on the drivers side in the headlight well (in front of tire skirt). If the motor is spinning but doesn't move, you've probably got a stripped gear.

On open each light uses a separate relay. On close they share an isolation relay so with the problem being opening up that leaves wiring from the relay and the contact inside the motor.
The light switch and relay are common to both sides. I would check the voltage at the motor. If it is good, problem is inside the motor. I had some luck tapping around the motor case with the handle of a screwdriver. It the problem is an intermittant switch, sometimes you can get it to work that way. But, then you still have to fix it.
You might also try:
1. Raise the lights.
2. Put the light switch to the middle position where the parking lights come on.
3. Turn the **** on the light to lower it to about half way.
4. Turn the light switch off.
Does the light go down then?? This checks for mechanical binding.
