Default OBDI or OBDII

I have a stock '95 with 70k that just faild low speed emissions @ 220 ppm HC. Without doing any homework, I'm guessing cats. My problem is, Random Tech has two different right side cats for '95, one for OBDI and one for OBDII. Aren't all '95's OBDI with OBDII sockets? If not, how do I determine which is which?

Also, any guidance on passing the sniffer test would be appreciated.

The only difference between the OBD1 and 2 is that the CATs will have an extra O2 sensor bung on the outlet end of the CAT. OBD2 started monitoring CAT efficiency so that was the need for a second after CAT O2 sensor. Otherwise the CATS are the same.
