I looked at the GM Parts Direct site about the Hot Cam. On Pre-95 C4's, the dowel needs to be pressed in more. Check out their website for exact length of dowel. I think it was 0.30" +/- 0.10. Factory length is 0.65", if I remember right. Don't know what items you would need, maybe 1.6RR, new pushrods, new water pump (since it is off), optispark (at least take a look at it, again, since it is off).
I got responses in this order of frequency in Houston, TX for an LT4:
1. We can't do it unless we redo the bottom end. (65K mi at the time)
2. $2,500 including parts from a highly touted shop (4 days)
3. $1,500 + parts from a reputable shop (3 days)
4. $750 + parts from a not so professional looking shop (needed 3 weeks)
5. I decided to do it myself. So far $350 in parts and $150 in tools. The hardest part was deciding to set it up for two weeks to accomplish this.
