Disconnect and plug the vacuum line and take the reading; that is the standard way to read/check fuel pressure. This pressure reading should be maybe 3-4 psi higher than the pressure at idle with the vacuum line connected.
With no vacuum to the FPR you are simulating the WOT condition and reading full pressure.
A more interesting and useful reading is to turn the key on and off after a few seconds and monitor fuel pressure bleed down rate. If pressure only drops slowly toward zero the system is tight and no leaking injectors.
After shutdown it took about 15 minutes to move off of 40 and about another hour to bleed down to about 20, where it held for quite a while until I bled the pressure to remove the gauge.
