When I replaced the shocks on my 88 the ride height rose at least an inch and a half. The ride was much, much better as the shocks I removed were the original 15 year old, 67k mi shocks. It looked too high to me so I bought a lowering kit.
Have you driven the car after putting the shocks on?

yeah drive it around some and let everything settle, then form an opinion on if it'stoo high, my guess is that it will be slightly higher just because they are new.
Shocks will not hold the car up to a higher ride height, the springs do that.
(take any shock not installed and with a little muscle you can compress it by hand)
There is something else amiss i.e. suspension bind or as stated previously worn bushings. :yesnod:
