Test your fan relays on the side of rad. Check for 12 volts at terminal "E"
If no voltage your fusible link is shot (behind battery). With key on check for 12 volts at terminal "D". If none check your fuse panel.
If you have 12 volts at both these terminals ground terminal "F".
If fan doesn't run your relay is shot.
If it does run than your sending unit or ECM is in need of attention.
Remember though that the ECM will not turn on fan till about 220 degrees.

My 1990 used to get hot too, sitting in DC beltway traffic. Some of the fixes, I implemented. 1. High flow Vic Jr. water pump. 2. Replaced the Hoses, incase they were collapsing. Installed a Trans oil cooler inline with radiator cooler. Replced the thermostat with 160 stat. Had a custom chip to turn on fans sooner, Finally, replaced Radiator. Could not believe that it was that clogged in the fins with stuff. The plastic side tanks had actually buckled outward, and looked more oval than square. The front of the radiator is apparently a street vacumn cleaner.
