Three years ago, the guy at a "Test Only" station (another thank you, Kalifornia) was going to fail my L98-engined 1986 Porsche 928 because some of the ignition and/or Chevy ECU wiring colors differed from those shown in his book for my vastly cleaner burning 1990 Corvette motor. This was after the car had passed visual tests for everything under the sun and had almost unmeasureable levels on treadmill smog test for 1990 cars. Only my suggestion that either he or I could call the DMV referee right then and there caused him to change his mind about my "wiring colors" contributing to Kalifornia's smog problems.
How do they expect you to do it? 18 catalytic converters! :D
Its rediculous, especially when you can BUY emmissions if your a company. So they are saying its OK to pollute, as long as you have the $ to pay upfront.
I have a long debate with an inspector one time that came into a facility I was at. It boiled down to its a money maker :rolleyes:

That guy was full of :bs When I was reading the CARB website in reference to engine swaps it was really clear that you could not swap an older engine into a new car, and all the emissions equipment from the donor car needed to be installed on the recipient. No were did I ever read anything about wiring harness wire colors. Glad you called him on it.
As far as the OBDII cars. Wouldn’t it be sufficient to just replace the downstream O2’s with simulators?

CARB is a multiheaded monster...
Back in the day, 1960 or so, they discovered the polution problem in the LA basin is endemic to the environment - the mountians around LA cause an inversion layer to be created by the Pacific Oceans coastal breazes.
Sometime in like 1962, scientists put these boxes on the roofs of tall buildings. inside these boxes was a white felt filter paper material. within 24 hours, it was black... over the last 40 or so years, the air is SO much cleaner it take months for the same filter paper to even turn light gray...
So CARB has done a good thing... what has happened in the last 20 years or so is that they have gotten drunk off of their successes. So they impose regs for electric cars... and other technologies that are not yet ready.
what needs to happen now, CARB has done its thing. It succeeded. It needs to be retracted a bit. Lighten up some... the worst polluting car today is nothing compared to everything on the road in 1970!
I am not saying that the worst becomes the new standard, but the beaurocrats need to back off... they would be stunned as to what would happen if some common sence was brought back into this process. costs would go down and so would frustration levels.
Delaware has a rather stringent test. They put the car on a sniffer and make me run it at idle and again at 2500rpm. they also visually inspect and check the tank for pressure.
but the visual is concerned that everything is there... not that it meets some obsurd standard... a standard that only costs a huge sum of money to meet. if the car fails, it fails, why isn't the concern... the what is. you must fix it.
CARB needs to back off. there are a huge number of parts that will not effect emissions... they seem to think everything does.
and while we are at it, this CO2 rule SUCKS. CO2 is created by every living creature... cars don't have but 1% of an influence in it... my bigger concern is the distruction of the rain forrests of South America - where all CO2 is turned into O2!

Its good to know they are still trying to get more smog credits by screwing with car owners so that the real pollutants, like factories, can continue to pollute.

I've also heard about CA being geographically situated in between mountains and the C02 and polluting gases are not able to dissipate in the wind, they end up staying over city. That's why CA has very strict emissions testing.
I think that they might be over doing it with some of the testing and some garages might be taking advantage of the situation also... but CA has the worst air quality of any city in the US/Canada even North America.

My 93 failed emissions the first time I took it in. It was registered out of state. Well, I got out of the Navy and then went to Californicate my Corvette. I replaced both cats with Random Tech units and it now has emissions comparable to a car 8 years newer. I guess that is what they are trying to achieve. It cost me $500 to fix, but I did do it. Oh, and a new gas cap as well.
