Ok, first off, I'm not very knowledgeable about working on cars...and I'm having a problem with my 93 when I start it, it's making this whirring sort of whistling noise, for about 20 or 30 seconds, and then once I start driving the noise goes away. When the weather is really cold (it was 30 the other day) the noise becomes a louder intermittent wailing sort of noise, but still goes away when I've run the car for a bit.
The other day, out of curiosity, I opened the engine bay to try to find the source of the noise, and I traced it to a part located in the lower front left part of the engine bay, down near the left horn. In fact, the left horn is bolted to the car by a bolt that also holds this unidentified part into place. The best way I can describe the part is that it's about the size and shape of a small flower pot, (semi-conical in shape), and has a large diameter hose coming out of it, which runs towards the back of the engine bay, along the left front tire well. There is another large hose attatched to the right side of it, which looks like it runs under the air filter assembly. This is the part that was making the noise, and I'd assume that it needs to be replaced, but I don't even know what it is...can someone help me out here? What the heck is this thing?
Ok, it's a guess, but I hope it's an educated guess that's correct. I think it's part of the vaccum system. Maybe you have a leak. It might be a just-the-right-shape leak to whistle, and driving for a bit makes more noise, that is then over powered.
You are talking about the Electric A.I.R Pump. This pump runs when you first start the car and pumps air into the exhaust manifolds to assist in heating up the Catalytic converters.
Ok, so let's assume that the bearings in the motor are going out and that it needs to be replaced. If the motor fails on this pump though before it's replaced, what will happen?

Higher emissions at start-up, possibly the illumination of the SES light (not sure if it's checked on the '93 like it is on the '96)
