There is a good chance it is.
Remove the programmer and open it up. There are a couple high wattage resistors that develope cold solder joints over time. The easy fix is to reflow the solder. (Remelt the solder and let it cool.)
Reinstall and give it a try.
Also,.. dump (press a few buttons) the codes from the electronic unit. i.e. See what it say's.

can you see the actuator moving? Mine was stuck on full hot.

the rod was just sliding in the plastic puck. I positioned it correctly and superglued it in place.

Remove driver's side hush panel - programmer is above & to the right of the accelerator. It's approximately 3 X 5. Before careful removing the vacuum harness after you unbolt it. Before replacing, just make sure the linkage from the temperature door motor to the door is intact. It's on the passenger's side. Remove the passenger's side hush panel to access. There shouldn't be any play in it and as you or someone operates the controls, you should be able to see it move (If the motor is working). Also, is the outside temp light flashing? A bum motor or an open in the motor circuit may set a trouble code. To access, hold the ext temp button while pressing and releasing the auto button. Press warm until the display shows 08. Press the cool button and the trouble codes will be displayed: 00 - No Faults; 01 Air door feedback open; 02 Outside Temp Sensor open; 04 Outside Temp Sensor shorted; 08 Inside Temp Sensor open; 16 Inside Temp Sensor shorted. If you do replace the programmer, disconnect the battery to reset the memory in the dash panel and after you start it, there will be a delay while the panel learns the position of the door. The temp readout may also, momentarily, read -32.

Yours being an 89, I don't know if you have the same heater door motor that my 92 has but read this post, this is what happened to mine.
