Not only cutting the top of the Air lid, but also cutting out the bottom to get the colder air......???????????

One or the other but not both. If I understand your proposal correctly you would be drawning unfiltered air from the cut out bottom of the air cleaner base. The only true cold air setup that work on the C4 are the ones that draw through the front license plate area with a special ducted inlet that replaces the license plate insert, or the type that require a hole be cut into the radiator shround and draw air through there which allows it to recieve outside air and at higher speeds there is a slight pressure effect in that area that may further augment supply of cold air to the engine.

I'd think that would bypass the filter, one side of it would have to stay closed.

I don't understand why some of you guys refuse to acknowledge logical answers to your questions, and keep fishing until you hear/see a post that want to hear, even if it's incorrect? If you don't want to know the correct answer, don't ask! Ranger gave you FACTS. All you are doing is creating confusion and static by continuing to ask the same question repeatedly.

Just a note: Even if you did leave both side open that intake box couldn't handle the CFM.
