He needs to put a gauge onto the Schraeder valve to check out fuel pressure with the vacuum line connected and with it disconnected.
He can lay the gauge on the windshield, under a wiper blade, to monitor pressure while driving.
With that fuse removed the fuel pump is not running so the fuel rail is losing pressure over time. At part thorttle or idle the O2 sensor should keep the A/F correct if in closed loop. He should check to see if the O2 sensor & coolant temp sensor are working properly. There is a method on my site to check if the ECM is going closed loop using a paper clip into the ALDL. He can easily check this out before buying the FP gauge.
