I wanted an adjustable fuel pressure regulator and purchased an Accel unit. I installed it without any instructions or diagrams from Accel (they just send you some parts). Now that it is installed, the lowest fuel pressure I can get is 46 pounds. This is seen with the adjustment screw completely backed out and the vacuum line disconnected and plugged. With the vacuum line connected, I get 39 pounds pressure. I may have installed some parts incorrectly? Has anyone experienced this problem? That Accel unit is very close to coming out and going into the trash!

It sounds like the cap isn't tall enough to back off the spring pressure adequately unless maybe the flat washer is wedged sideways and won't retract far enough.
Did you drop the washer into the cap before installation to see if it went in all the way to the top of the cap?
Also, if you have some good air flow mods that 46psi may be fine, so long as you are able to increase pressure to compensate for future mods.
