Well, I replaced the ECM. Fixed all my problems, except the VATS problem. I have tried to bypass the igintion/key with a resistor. This doesn't help one bit. The car still intermittingly creates VATS problems and I have to wait the darned 3 minutes to start the car.
My question, what is left in this system besides the ECM, ignition, and key. Does the PROM chip have information on it for VATS?
Also, the key reading is the only thing the SECURITY system looks at right or does it involve other things like doors/windows/etc.
Oh yeah, it's a '93 LT1 and I'm using a chip from PCMforless. This problem existed before the chip though.
Since you've done the resistor bypass, I would suspect the starter solonoid is the problem. I had the exact same problem with my 93 and thought it was a VATS problem. I'd try to start it and then wait and it would magically start. I replaced the starter with a new AC Delco (nippen denso) unit and haven't had a problem since.

Could this cause the SECURITY to come on though. Whenever it will not start, this light is on. If I come back within the 3 minutes, the light will come back on when I put the key in. It doesn't flash like normal, it turns solid when the key is inserted and turned.
I'd believe it since I had the starter replaced 2 years ago but when I looked at the motor they put in it, it doesn't look like a good peice. i.e. not original
If the starter that was installed was a rebuilt unit after 2 years, I still wouldn't count it out. As far as the security light, I'm not sure. If you have a meter you could verify if the starter solonoid is getting current when the key is turned. If it is and nothing happens, the starter is your problem.
Does anyone think a bad PROM could cause this? I want to be sure before I go buying another one.
Oh, the starter is good, it's definitely something to do with the security/VATS system.
I hate to go replacing parts at random, but since I don't see much for other choices, I am thinking to try a new PROM first, then a new CCM. We don't have a starter enable relay on the '93's do we? It's part of the CCM right?
Your '93 should have a starter enable relay... on my '96 I believe it's above the driver's knees.
Do you have a multimeter? I would check for voltage at the starter solenoid like someone mentioned.
I think the SECURITY light is supposed to blink during a VATS issue; but check the owner's manual to be sure. A solid light may be normal, similar to how the BRAKE PRESSURE light always comes on when you turn the key to start.
