My guess would be that the connectors for headlight motors are disconnected (follow wires down from each light to front corner of car) or that the covers are misaligned & preventing lights from rotating.

Hi, I have an 88. If you can hear the motors running for 5 - 10 seconds then it's very likely that the delrin plastic bushes have crumbled away.
They disintegrate with age or break as a failsafe to prevent costly damage.
They're about $4 at Ecklers but takes 2 - 3 hours to replace......or am I a slow worker?
I bought replacements for both sides of mine and did the RH side at Christmas. Now the LH side is showing the same symptoms - motor running several seconds after headlight is back down.
