Diffuser scoop-non functional?

Diffuser scoop-non functional?
Ecklers sells a diffuser scoop without the entire kit, and the catalog states it is "non functional", however I wonder if this is true...wouldn't the force of the air coming in still increase the pressure of the air going into the intake?

on a 96 when you remove the license plate cover to get the diffuser to fit you have to cut a hole in the bumper....then behind it there is densly packed foam...I have the scoop...and cut a hole in the bumper and thru the foam...I then took a 6" hose and ran it from the rear of the scoop to the bottom of my
air cleander....just cutting a hole in the bumper and sticking the scoop in there will do you no good..the way I have it there is no ram effect or anything but at least there is fresh air getting to the air cleaner....
