increasing torque usually brings with it more HP, though if you mean increasing torque at a certain low/mid rpm then you can lose some top end HP as a result

Since the formula for horsepower is HP=RPMxToque/5252, you cannot gain torque without increasing horsepower unless and equivalent loss in RPM happens that would compensate.
Also, vehicle weight has little to do with top speed but it has a tremendous effect on acceleration. 100 pounds equal about .1 sec in the quarter mile.

reducing weight as said above. Good rubber, maybe even DR's(I run mine on the street)gears will help, but you'll reduce top end...there may be more,someone else will be along soon.

Reduce weight.
I removed front sway bar, A/C and pulleys, and stock seats.
My Racing seat weigh 15 lbs ea.
Skinnies up front will result in a loss of about 30 lbs per tire/ wheel.
Go on a diet! (costs less).
Better rubber in rear helps on lighter (racing) wheels.

Could be wrong here, but if you want to increase top speed, I think you need to gain weight, not reduce it. Take you longer and further to get there though.

I think we are talking 1/4 mile times and speed here if am not mistaken.
So making the 1/4 mile further would be a problem. :)

Most things won't increase your speed, but will increase your E/T.. which is more important IMO. Start with a rear end ratio that maximizes your engine's power band.
