I did the IAC adjust, then did the TPS to .54 volts. With the meter still connected, I went to WOT and could only get 3.9 volts.
Is it time for a new one?
Just try to keep playing with it if you can. Do something to keep your throttle open so you can adjust the TPS at WOT to try to get over 4 volts. After you get over 4V, close the throttle and see what your idle voltage is. If it's in range (.54 to .65), then you should be good to go.
So long as the action is smooth over the range of motion it's ok.
Bump the base value to .65Vdc (with idle at 450rpm position) and rock the TPS about the bottom screw for max WOT value. Then recheck the base reading and adjust if necessary.
Your ECM will still recognize WOT with that 3.9Vdc TPS value but increasing it will give a crisper throttle response.

So, then are we in agreement that anything over 4 volts is okay for WOT setting?
I have read that some advocate trying to get a higher setting, stating that if not higher than 4.0 the ECM won't go into PE mode.
