What is your commanded idle speed and what is the actual idle speed now. Also is the idle not stable? Normally a high IAC count means that the PCM has to have more counts to maintain a commanded idle speed. So that means that if the idle speed was slower than setpoint (commanded value) it has to open (more counts) the IAC more to acheive the commanded idle speed.
Perhaps the minimum air rate is not properly set up in your car. You can command the IAC to go closed, check the TPS voltage, as it should be somewhere between .3 and .8 volts. Your base idle speed with the IAC closed should be around 500 to 550 RPM. Also has your engine been modified, for instance a different and more radical cam?
Typically a leaking intake would dictate lower IAC counts because the extra air into the intake would mean a faster idle speed and the IAC would compensate by closing.
