IAC Maxed out at 145?

IAC Maxed out at 145?
I've had trouble with my car stalling at startup lately. My IAC counts never get higher than 145 nomatter how low the idle is. I thought this was max, but I just read 255 is max.
Does this mean replace IAC?

A good way to check would be disconnect the IAC and see if the engine runs any differently. My intuition tells me you need a new IAC or perhpas pullit our and try cleaning it.. it could be carboned up...
