Everything that could cause an oil leak from the top of the dipstick, and I know its not the pcv valve. The leak falls onto my exhaust manifold and smokes. There is no black or blue smoke.

Smokin black is usually rich exhaust. Oil consumption is usually blue.
Are you sure you are getting fresh air in and the crankcase gases back to intake ?

The car is running crappy and there is no colored smoke whatsoever, but when i push on the pedel the oil leaks from the top of the dipstick and nowhere else.
What they mean is blowby is allowing gasses in the crankcase. The excess pressure in the crankcase pushes oil out of the dipstick tube.
A plugged PCV valve can cause the problem too.
How do you know nothing is wrong with your PCV valve, you have excess pressure in the crankcase and its trying to get out, the PCV system is supposed to remove it if its functioning properly.
