I have a 89 Auto Convertible wanna swap my 2.59's to 3.07's been asking around for a little while still no straight responses . What would i need completely to do this. And rough estimate on cost of parts. Any feedback would be greatly appreciated.

Find a complete used unit (pumpkin) and swap it out. Much cheaper, less hassle.
I picked mine up for $400 which included the bat wing, C-bean and drive shaft. Before I started working on my car I had a Corvette shop out here in CT install it for $400
You have a 2 series carrier in your Dana 36 diff case and while there are 3.54 and 3.73 ring and pinion gears designed for a 2 series carrier, I've never seen 3.07s (although that doesn't necessarily mean that they aren't made). Anyway, installing ring and pinion gears correctly requires special tools and experience and is best left to the pros. Based on what I've read here, those aftermarket 3.54/3.73 gears and rebuild kit will cost about $350 and once the labor is added, you're looking at somewhere around $1000, give or take a couple of hundred. Those Dana 36 3.07 pumpkins can be had for $300-400 complete. I don't know if it's a factor for you but an added bonus to just swapping out the diffs is it's something you could potentially do yourself in a day...
I was looking into this as well. One Corvette shop said it would be something like $1000-1500 to drop mine, rebuild it, reinstall it.
They too suggested buying a used one with the gears already installed.
It will still cost you $300-400 to buy it and another $400-500 to have it installed but you still have your original just in case or sell it to offset the cost.

Does J&M rebuild them too? I've got 2:59s in my '89 and I have a 3:07 that that I don't know the history of ... it seems OK (I haven't taken it apart) but I haven't been able to match any numbers on it to identify it. (It has a date that appears to be in 1979?) Anyway, if you don't know if J&M does rebuilds, I'll call them...who should I ask for over there?

If you are going with 3.07 anyway, why not go with a Dana 44 from an early car (85 -88) that already has the gears setup?
That's what I did for my '92 A4 -- I know Dana 44s are becoming harder to find, but I did mine about 3 years ago for about $1000 (completely rebuilt carrier with brand new 6 speed driveshaft and torque arm) for everything. I actually got the Dana 44 and batwing for $400. Then I sold my good 2.59 Dana 36 to a well known Dana rebuilder for $300. Net cost: $700.
I'm guessing you could still do a good used 3.07 Dana 44 for about $1500. When you consider the setup cost of putting gears in a Dana 36 and the cost of the gears, I'm betting it would be the same.
