I have an '89 that won't restart. That means that I can start the car, immediately shut it off, and then try starting it again... it won't start. If I wait about an hour or just simply disconnect the battery & reconnect the battery (reset the computer), the car will start again.
When you say wont restart, do you mean wont turn over and start or turns over and doesn't start? Also, does this happen both hot and cold?
Maybe try jiggling the key around next time to see if it changes anything

For me it turned out that there was an extra wire that is supposed to connect to the battery that wasn't connected. I found it just this last Sunday when I swapped the battery.
For you I don't see how it could be the ECM... sounds like they just want your money. '92 is getting old... I would suspect some sort of wiring problem due to the aging of the wires. That's one big problem with computer-run cars as they get older.
I don't know right now, when I get the car back I will run it down. The battery was dead from sitting for a couple of months... so I just swapped in another battery so that I could take it to get the transmission repaired. When I swapped the battery I notice this wire sitting there, so I attached it to the positive post. Did a test of starting & stopping & restarting the car and apparently that was the fix.
