C4 Tech/Performance L98 Corvette and LT1 Corvette Technical Info, Internal Engine, External Engine

Default Engine experts,Please HELP with this question.

I bought this 96 LT4 used a while back and its using about a quart a week or 100 miles.Its going out the exhaust and we did a compression test on all the cylinders.They were all 210 to 215 all the way across.Its an 11:8to 1, 383 LT4 with the stock LT4 heads(118000miles).Im guessing that the guy didnt have the heads redone when he did the 383 swap 20000 miles ago.Could it be the seals and or the vavle guides going bad?The car also has the LT4 hot cam supposedly but Im thinking the valve springs are worn because the motor breaks up before 6000 rpms almost everytime.The motor also seems to getting weaker the more I drive it.I did get a 0-60 of 5.0 short shifting it at 4500 rpm before I installed the balanced flywheel(spec stage 2)that the car needed to go with the balanced motor assembly,Its a Scoggin Dickey hand assembled short block.Now I cant get under 5.2 shifting at 5800rpm.
Another problem that I might have is the HP is only about 310 rwhp.The guy I bought it from said it never ran as good as the original motor so something must have been wrong from the start,maybe the cam was installed wrong?Or the timing chain is off a tooth?Im really in a rut here trying to figure all this out.Any help would be appreciated.Thanks
