You would be better served by doing gears and/or TC before the hotcam, but its possible to break 13.0 with just the cam kit, the head porting should net about 20-25hp but it depends on how far you go with the portwork.
Agreed with Vader in terms of gears. Simply doing gears and NOTHING else will help tremendously. If you're going to do the Hotcam, you definitely need more cylinder head than the stock '92 heads. As far as porting and polishing the stock castings, I'm leary of the gains to be had from a $600 port job. However, price doesn't determine quality. I flowed a $1900 set of CNC heads from Tampa, and they only flowed 260 and 180, well below the advertised 280 and 200. If you start looking at spending that kind of money (i.e. $2k+), go with aftermarket heads. AFR is pretty much the only option for the LT1, but for $2500 they'll send you a set of heads WITH whatever springs and whatnot you need. So, if you are planning on changing valve springs, valves, retainers, etc with the Hotcam swap (which is good idea, hint hint), then the price starts looking for attractive. Don't forget that a stock set of LT1 heads is worth $400-500 or more on eBay, so you can recoup some of the cost. However, it's up to you how mild or wild you want to go.

Nothing to sneeze at, that'd be a nice gain for a few hundred bucks. If you decide to go with gears, even the 3.07s would give you a decent pick up from the 2.59s and still allow great highway cruising mileage. If you don't care about that, someone here should know the best 1/4 ratio for a mildly modified LT1 automatic. You should be looking at real solid 12s easy, if you do it all and tune. Oh BTW, check what Mr Mojo has accomplished, ET-wise with NO real engine mods, just gears, converter, tires and driving!
